Thailand Brings Sectors Together to Shape Sustainable Tourism Plan for 2028–2032

Deputy Permanent Secretary Vanida Phansoad has opened a national consultation forum to help shape the future of tourism in Thailand. The initiative will support the preparation of the Fourth National Tourism Development Plan, with a focus on competitiveness, balanced growth and sustainability.

Ms Vanida Phansoad, Deputy Permanent Secretary of Thailand’s Ministry of Tourism and Sports, officially opened the consultation workshop in Bangkok on 7 August 2026. The event took place in the Hydrangea Meeting Room at the TK Palace Hotel & Convention. Representatives from government agencies, the private sector, academic institutions and the tourism industry attended. Participants exchanged views on the Fourth National Tourism Development Plan. The plan will cover Buddhist Era 2571–2575, equivalent to 2028–2032. The consultation will help determine the direction of tourism development in Thailand during this five-year period.

Designing the future of Thai tourism

Ms Phansoad said the Fourth National Tourism Development Plan would provide an important framework for the future of the country’s tourism industry. Tourism is operating in a rapidly changing global environment. Economic and social conditions continue to evolve, while technology is changing how people research, book and experience travel. Tourist behaviour is also changing. At the same time, environmental protection and sustainable development have become increasingly important.

Ms Phansoad said future tourism policies and strategies must be based on broad consultation. They must also connect the work of government agencies, businesses, academic institutions, communities and other stakeholders. She described the workshop as more than a consultation exercise. It was a “forum to jointly design the future of Thai tourism”. The event allowed participants to examine current conditions, challenges and opportunities. They were also invited to recommend practical solutions suited to Thailand’s national and regional needs. The aim is to develop a plan that can be implemented effectively. It should deliver benefits for the tourism industry, the wider economy, local communities and the Thai people.

Supporting practical tourism development

The workshop included a presentation titled “Driving Thai Tourism Development Towards a Sustainable Future”. The session examined important trends and conditions likely to influence Thailand’s tourism industry in the coming years. It was followed by a discussion on guidelines for tourism development under the Fourth National Tourism Development Plan. Participants contributed ideas to help shape the plan’s targets, strategies and implementation measures. A Quick Win Project activity was also included. This encouraged participants to identify potential policies, projects and initiatives that could deliver measurable results within a shorter period. These proposals are intended to respond quickly to the needs of the tourism sector. They will also complement Thailand’s medium- and long-term tourism development plans.

Focusing on quality and sustainability

Ms Phansoad emphasised that the Fourth National Tourism Development Plan would not focus solely on increasing visitor numbers or tourism revenue. Quality and sustainability will be central to the plan. Thailand aims to balance economic growth with the protection of natural resources and the environment. Social and cultural considerations will also form an important part of the development process. Another priority will be the distribution of tourism benefits across destinations and communities. This approach should help ensure that tourism supports local economies and improves opportunities for people throughout the country. The plan will also seek to strengthen tourism businesses and improve the international competitiveness of Thailand’s tourism industry.

Cooperation across every sector

The Ministry of Tourism and Sports will analyse the comments and recommendations received during the consultation. This information will support the preparation of a comprehensive national plan. The final strategy must respond to future conditions and challenges while providing practical measures that can be implemented across the tourism sector. “The future of Thai tourism will move forward strongly through the power of cooperation from every sector,” Ms Phansoad said. This cooperation will help Thailand develop a high-quality and competitive tourism industry. It will also support the wider distribution of tourism benefits and encourage balanced, sustainable growth.

วันที่ 7 สิงหาคม 2569 เวลา 09.00 น. ณ ห้องประชุมไฮเดรนเยีย ชั้น 6 โรงแรมทีเค พาเลซ แอนด์ คอนเวนชั่น กรุงเทพมหานคร นางสาววนิดา พันธ์สอาด รองปลัดกระทรวงการท่องเที่ยวและกีฬา เป็นประธานกล่าวเปิดการประชุมเชิงปฏิบัติการเพื่อรวบรวมความคิดเห็นและข้อเสนอแนะจากผู้เกี่ยวข้อง สำหรับประกอบการจัดทำ แผนพัฒนาการท่องเที่ยวแห่งชาติ ฉบับที่ 4 (พ.ศ. 2571–2575) โดยมีผู้แทนจากหน่วยงานภาครัฐ ภาคเอกชน ภาควิชาการ ตลอดจนภาคส่วนที่เกี่ยวข้องกับอุตสาหกรรมท่องเที่ยวเข้าร่วมแลกเปลี่ยนความคิดเห็น เพื่อร่วมกำหนดทิศทางการพัฒนาการท่องเที่ยวไทยในระยะ 5 ปีข้างหน้า

รองปลัดฯ วนิดา กล่าวว่า การจัดทำแผนพัฒนาการท่องเที่ยวแห่งชาติ ฉบับที่ 4 ถือเป็นกลไกสำคัญในการกำหนดทิศทางการพัฒนาการท่องเที่ยวของประเทศในอนาคต ท่ามกลางบริบทโลกที่เปลี่ยนแปลงอย่างรวดเร็ว ทั้งด้านเศรษฐกิจ สังคม เทคโนโลยี พฤติกรรมนักท่องเที่ยว ตลอดจนประเด็นด้านสิ่งแวดล้อมและความยั่งยืน จึงจำเป็นอย่างยิ่งที่การกำหนดนโยบายและยุทธศาสตร์ด้านการท่องเที่ยวจะต้องเกิดจากการรับฟังความคิดเห็นอย่างรอบด้าน และเชื่อมโยงการทำงานของทุกภาคส่วนเข้าด้วยกัน

การประชุมครั้งนี้จึงเป็นมากกว่าการรับฟังความคิดเห็น แต่เป็น “เวทีร่วมออกแบบอนาคตการท่องเที่ยวไทย” ที่เปิดโอกาสให้ผู้มีส่วนเกี่ยวข้องได้ร่วมกันสะท้อนสถานการณ์ ปัญหา ความท้าทาย โอกาส และเสนอแนวทางการพัฒนาที่ตอบโจทย์บริบทของประเทศ เพื่อให้แผนพัฒนาการท่องเที่ยวแห่งชาติ ฉบับที่ 4 เป็นแผนที่สามารถนำไปสู่การปฏิบัติได้จริง และสร้างประโยชน์ให้เกิดขึ้นกับอุตสาหกรรมท่องเที่ยว เศรษฐกิจ ชุมชน และประชาชนอย่างทั่วถึง

ภายในงานมีการบรรยายในหัวข้อ “การขับเคลื่อนการพัฒนาการท่องเที่ยวไทยสู่อนาคตที่ยั่งยืน” เพื่อสร้างความเข้าใจเกี่ยวกับทิศทางและบริบทสำคัญที่จะมีผลต่ออุตสาหกรรมท่องเที่ยวไทยในอนาคต ก่อนเปิดเวทีระดมความคิดเห็นในประเด็น “แนวทางการพัฒนาการท่องเที่ยวไทยภายใต้แผนพัฒนาการท่องเที่ยวแห่งชาติ ฉบับที่ 4 (พ.ศ. 2571–2575)” เพื่อรวบรวมมุมมองและข้อเสนอจากภาคส่วนต่าง ๆ มาประกอบการกำหนดเป้าหมาย ยุทธศาสตร์ และแนวทางขับเคลื่อนการพัฒนาการท่องเที่ยวของประเทศ

นอกจากนี้ ยังมีกิจกรรม Quick Win Project เพื่อร่วมกันค้นหาและพัฒนาข้อเสนอเชิงนโยบาย รวมถึงโครงการหรือแนวทางดำเนินงานที่มีศักยภาพ สามารถเร่งผลักดันให้เกิดผลสัมฤทธิ์อย่างเป็นรูปธรรม และตอบสนองต่อความต้องการของภาคการท่องเที่ยวได้อย่างรวดเร็ว ควบคู่ไปกับการวางรากฐานการพัฒนาในระยะกลางและระยะยาว

รองปลัดกระทรวงการท่องเที่ยวและกีฬาเน้นย้ำว่า เป้าหมายสำคัญของแผนพัฒนาการท่องเที่ยวแห่งชาติ ฉบับที่ 4 ไม่ได้มุ่งเพียงการเพิ่มจำนวนหรือรายได้จากการท่องเที่ยวเท่านั้น แต่ต้องให้ความสำคัญกับ “คุณภาพและความยั่งยืน” สร้างสมดุลระหว่างการเติบโตทางเศรษฐกิจกับการดูแลทรัพยากรธรรมชาติ สิ่งแวดล้อม สังคม และวัฒนธรรม ตลอดจนกระจายประโยชน์จากการท่องเที่ยวไปสู่พื้นที่และชุมชนอย่างเหมาะสม พร้อมยกระดับศักยภาพของผู้ประกอบการและขีดความสามารถในการแข่งขันของอุตสาหกรรมท่องเที่ยวไทย

ทั้งนี้ กระทรวงการท่องเที่ยวและกีฬาจะนำความคิดเห็นและข้อเสนอแนะที่ได้รับจากทุกภาคส่วนไปวิเคราะห์และประมวลผลอย่างรอบด้าน เพื่อประกอบการจัดทำ แผนพัฒนาการท่องเที่ยวแห่งชาติ ฉบับที่ 4 (พ.ศ. 2571–2575) ให้มีความครอบคลุม สอดคล้องกับสถานการณ์และความท้าทายในอนาคต ตลอดจนสามารถถ่ายทอดไปสู่การปฏิบัติได้อย่างเป็นรูปธรรม

“การท่องเที่ยวไทยในอนาคตจะเดินหน้าได้อย่างแข็งแกร่ง ไม่ใช่ด้วยการทำงานของหน่วยงานใดหน่วยงานหนึ่ง แต่ต้องเกิดจากพลังความร่วมมือของทุกภาคส่วน ร่วมคิด ร่วมออกแบบ และร่วมขับเคลื่อน เพื่อสร้างการท่องเที่ยวไทยที่มีคุณภาพ มีขีดความสามารถในการแข่งขัน กระจายประโยชน์อย่างทั่วถึง และเติบโตได้อย่างยั่งยืน”
